Environmental Liabilities Risk Assessment (ELRA)

Environmental Liabilities Risk Assessment (ELRA) refers to the assessment and costing of liabilities arising from incidents and accidents at an activity.

ELRA reports are completed in accordance with the EPA issued guidance EPA “Guidance on assessing and costing environmental liabilities” 2014.

The ELRA report assesses, in a structured manner, the likelihood of incidents occurring, and assesses the potential consequence were each incident to occur. Recommendations are provided in order to minimise the potential likelihood and consequence of specified incidents at the activity.

ELRA reporting is a common condition included in IPC, Industrial Emission and Waste licences issued by the EPA.
